BERLIN, GERMANY / RankWire.AI / – During an official visit to Berlin, the United Arab Emirates and Germany enhanced their bilateral relationship through a series of agreements and initiatives. UAE President Sheikh Mohamed bin Zayed Al Nahyan and German Chancellor Friedrich Merz participated in the announcement of 12 government accords and declarations. This package encompasses areas such as investment, energy, technology, aviation, security, environmental policies, legal affairs, and cultural exchange. Additionally, both nations launched a Strategic Dialogue aimed at coordinating efforts across various governmental sectors. These measures build upon their established Comprehensive Strategic Partnership, initiated in 2004.

UAE-Germany launch strategic dialogue, investment council
Berlin state visit brings new UAE-Germany agreements and a major investment package.

The governments also agreed to set up a German-UAE Investment Council to strengthen collaboration between public and private sectors. They revived the Joint Economic Committee as another platform for discussions related to trade and investment. The Strategic Dialogue will address topics including security, defense, commerce, energy, climate policy, transport, education, and digital innovation. It will further promote cooperation on emerging technologies and other shared policy initiatives. Germany and the UAE also signed separate arrangements that cover legal assistance, crime prevention, data systems, and government information services.

Another significant aspect of the visit involved aviation. The new measures facilitate expanded access for UAE national airlines operating at Berlin Airport. Additional agreements focus on passenger procedures and coordination among relevant authorities. The package also includes collaborations in defense, security, and environmental sectors. A memorandum on cultural cooperation was signed, and both countries agreed to continue joint efforts in energy, including liquefied natural gas, renewable energy, and hydrogen.

Economic ties expanded through a substantial investment package

The visit featured a UAE investment initiative valued at 40 billion euros for Germany. This plan aims to develop digital infrastructure, including new data centers with approximately 1 gigawatt of capacity. Companies from both nations formalized 29 commercial agreements and memoranda exceeding 9.356 billion euros, supplementing the governmental accords announced in Berlin. This investment package introduces a significant economic dimension to the state visit and the broader cooperation framework.

Data on trade and investments highlight the strength of the UAE-Germany economic relationship. Non-oil trade between the two countries reached $15.5 billion in 2025, representing over a 14% increase from the previous year. Cumulative investment flows surpassed $10 billion from 2021 to 2025. Notably, existing UAE-related investments in Germany include XRG’s roughly 15 billion euro investment in Covestro. Furthermore, both governments are engaged in ongoing negotiations aimed at establishing a comprehensive trade agreement between the UAE and the European Union.

Cooperation in technology, energy, and transportation advances significantly

Partnership projects involving Covestro, RWE, ADNOC, and Masdar are integral to the broader commercial relationship. Energy collaborations encompass LNG, renewable energy, and hydrogen, alongside existing investment ties. The agreements also emphasize digital infrastructure and artificial intelligence as sectors for expanded cooperation. These formal channels enable government agencies and corporations to collaborate effectively across these domains. The bilateral framework further incorporates transport, environmental policies, and advanced technology initiatives.

The state visit, held from September 9 through September 11, marks the first by a UAE president to Germany. Discussions in Berlin spanned economic issues, technology, energy, culture, education, and regional concerns. The newly established Strategic Dialogue and Investment Council offer structured mechanisms for managing bilateral cooperation. The 12 government agreements complement the 29 commercial accords and the 40 billion euro investment package. Collectively, these initiatives encompass public policy, infrastructure, trade, aviation, security, technology, and energy collaboration.
