Regional authorities in Sardinia, Liguria, and Puglia have launched comprehensive digital booking platforms and set daily capacity limits to help safeguard fragile marine environments. Data from the Italian National Institute of Statistics reveals that international tourist arrivals increased by 4.2 percent in early 2026, posing urgent conservation challenges for local administrations.

    Under new local regulations, visitors are required to adhere to strict entry restrictions and obtain timed access permits at several renowned coves. In Sardinia, municipal authorities have established daily attendance ceilings ranging from sixty to 3,352 visitors. For instance, La Pelosa Beach in Stintino limited daily entries to 1,500 visitors from June through September. Entry is secured via online reservations, a fee of 3 euros and 50 cents, and digital mobile verification upon arrival. Local officials confirmed that all passes for La Pelosa have already been booked through mid-September due to overwhelming global demand.

    Conservation organizations have strongly supported the adoption of digital reservation systems to reduce environmental damage. Legambiente spokespersons noted that unmanaged crowds cause significant sand displacement and harm to fragile dune vegetation. At La Pelosa, wardens have estimated that thousands of swimmers daily unintentionally remove large amounts of sand through towels and footwear. In response, authorities mandated the use of rigid mats, imposing fines of 100 euros for towels placed directly on the sand. Furthermore, strict penalties—up to five thousand euros—are enforced against removing sand, shells, or pebbles from the beaches.

    Local governments impose strict visitor limits on vulnerable coves

    In eastern Sardinia, similar reservation systems and access restrictions govern visits to renowned natural coastal sites. The municipality of Baunei has set a daily limit of 250 visitors for the UNESCO-listed Cala Goloritzé. Tourists must reserve their spot at least three days in advance using a dedicated app and pay a seven euro entry fee. Nearby beaches, including Cala Mariolu and Su Sirboni, also limit daily visitors to 700 and 786 respectively. Entry is verified through handheld digital scanners at trailheads and boat docks before visitors gain access.

    Outside Sardinia, mainland locations have adopted structured booking systems to manage crowd levels during peak summer months. In Liguria, the Sestri Levante council has implemented a daily limit of 450 visitors at the popular Bay of Silence. While access remains free, visitors are required to complete an online registration during busy periods. Regional tourism authorities have aligned their protocols with the Ministry of Tourism’s guidelines to ensure uniform compliance, aiming to maintain public access while protecting the environment across all coastal areas.

    UNESCO-listed coves adopt mobile apps for daily visitor caps

    The increase in paid reservation systems has sparked ongoing discussions among hospitality providers, local merchants, and travel agencies. While environmental groups emphasize crowd control as vital for ecological preservation, beach clubs and local vendors express concerns about potential revenue loss. Government data indicates that about 33 percent of Italy’s coastline is managed by private concessionaires offering paid loungers and umbrellas. Nonetheless, officials have reiterated that organized crowd management by public authorities is essential for safety, emergency access, and conservation of natural heritage for future generations.

    As overtourism strategies become commonplace across the Mediterranean, authorities expect further deployment of digital access management tools. Tourists paying fees to book spots at Italian beaches are advised to plan their trips well in advance and verify regional regulations before traveling. Centralized government channels now provide live updates on capacity and direct booking links for visitors. The Italian National Tourist Board has confirmed that inspections will continue throughout the summer to ensure compliance with entry fees, gear regulations, and daily attendance limits.
